Work suitability is fixed, but throughput is not. Your server's WorkSpeedRate multiplies what Rayhound produces at electricity 4, and the hunger and sanity settings decide how long it keeps working before it stops to eat. If a base with the right Pals still feels slow, check those before rebreeding.
