Kitsun Noct is nocturnal. It works at night and sleeps through the day, so a base staffed with nocturnal Pals appears idle every morning. That is expected behaviour, not a stuck server.
What Kitsun Noct is worth on your server
Work suitability is fixed, but throughput is not. Your server's WorkSpeedRate multiplies what Kitsun Noct produces at kindling 4, and the hunger and sanity settings decide how long it keeps working before it stops to eat. If a base with the right Pals still feels slow, check those before rebreeding.
